Serving Migrant/Seasonal Farmworkers - Questions and Answers

Questions submitted by entities interested in the Migrant/Seasonal Farmworkers grants, and the answers to those questions, are listed below. This Web page will be updated regularly as questions are submitted.

Participant Eligibility

  1. Q. Could you please describe the farmworker definition and Workforce Investment Act (WIA) eligibility that will be used for this project? Is it the same farmworker definition and eligibility as used in WIA Section 167?


  2. A. The definition of farmworker, for purposes of the Migrant/Seasonal Farmworker SFP, is individuals who are primarily dependent on employment in agricultural labor. The funds designated for this SFP are WIA Governor’s 15 percent discretionary funds. Therefore, in addition to meeting this definition, participant eligibility must follow the guidelines in WIA Directive WIAD02-14, 15 Percent Project Requirements.

  3. Q. Can proposed participants be served through another WIA program as a complement to this program?

    A. Yes, concurrent enrollment in other WIA programs is encouraged.

Program

  1. Q. Is the program period for two years – July 2006 through June 2008? Could the proposed program be for a shorter period?

    A. The funds will be available up to two years. A shorter project operational period will be accepted as long as the applicant demonstrates the ability to accomplish their goals and objectives during the proposed time frame.

  2. Q. Is the grant appropriate for a job training program in the early stages of development?

    A. In order to be competitive in this SFP, you must have operated farm worker programs in the past utilizing funding through the National Farm Worker Jobs Program under WIA Section 167, or the WIA Discretionary grants. Additionally, you must be able to complete the proposed job training program and meet your planned objectives/goals within the time limits set up for this grant opportunity (up to two years).

  3. Q. Our agency has been providing Civics and Citizenship instructional services to seasonal farm workers through the WIA funding process. Some have been referrals from the One-Stop and the others have been self-initiated. Would we be eligible to apply?

    A. Your agency would only be eligible if you have provided services to migrant/seasonal farm workers in the past using funding from the National Farm Worker Jobs Program under WIA Section 167 or through WIA Discretionary grant process.

Proposal Format

  1. Q. Who is the contact person and address that our Letters of Support should be addressed to that will accompany our proposal?

    A. Letters of Support will not be used in evaluating proposals and are not encouraged.

  2. Q. Does the 10-page narrative limit apply to just Section I through IV, or does it include Section V - A through D?

    A. The 10-page narrative limit applies to the entire narrative form, Sections I through VII, excluding the cover signature page.
