Examination Opportunities


Before you can be appointed to a permanent position, you must take an examination for a specific classification to establish your eligibility. Permanent, Permanent Intermittent, and Limited-Term hires are made from the eligibility lists created from the examination. (Some positions are temporary and do not require an examination. Please review the job announcement to determine if you must first compete in an examination.) After completing the examination, candidates will receive a final score and be placed into a rank. In general, only those in the top three ranks are reachable and ready for appointment. As the ranks are cleared, the next lowest rank becomes reachable.

There are two types of examinations: Open and Promotional. Open examinations are open to anyone that meets the minimum qualifications listed on the exam bulletin for the classification regardless of their current place of employment. Promotional examinations, however, are limited to current, or recent, EDD employees with permanent status who meet the minimum qualifications listed on the exam bulletin for the classification. The EDD administers many of its own open and promotional examinations. The California State Personnel Board administers many open examinations which are used by EDD and other State agencies.

In addition, individuals who meet the minimum qualifications and have permanent civil service status as described in Government Code 19889.3, legislative employees who meet the criteria described in Government Code 18990 and exempt employees who meet the criteria described in Government Code 18992, may compete for a Career Executive Assignment (CEA) position.

To participate in an examination, you must complete and submit a State Application following the directions stated in the specific exam bulletin for which you are applying. The State Application can be obtained at any EDD Field Office, EDD Headquarters in Sacramento, the California State Personnel Board (SPB), completed online, or downloaded from the SPB's Web site.
