Wagner-Peyser Act

The Employment Development Department (EDD) offers employment services to individuals and employers for the State of California. Employment service is an integral part of the One-Stop delivery system that provides universal access to an integrated array of labor exchange and Workforce Investment Act (WIA) services so that workers, job seekers, and businesses can find the services they need in one-stop locations. From locations throughout the state, the One-Stop Career Centers serve the State's 900,000 employers and the more than a million job seekers who use the services each year.

The EDD employment service provides California's employers with a variety of services to meet workforce needs. Through the Internet-based CalJOBSSM, the EDD offers a statewide network that links employers with qualified job seekers throughout California. The EDD Workforce Services Offices and One-Stop Career Centers also provide employers with:

  • re-employment services for dislocated workers;
  • labor market information for planning business expansion, relocation, and future hiring;
  • focused recruitment for new business ventures or facilities needing a large number of specialized workers in a hurry;
  • locally coordinated workforce preparation services.

The One-Stop Career Centers also provide job seekers with:

  • job search training workshops that teach the skills needed to find and keep a job;
  • referral to partner agencies that provide other employment-related services including training.

California law requires that EDD verify a job seeker's legal status and authorization to work in the United States prior to providing an employment-related service. The requirement applies to all employment service applicants, whether or not they are U.S. citizens or nationals, temporary or resident aliens, residing in or outside of California.
