Workforce Development Solicitations for Proposals (SFP)
The Employment Development Department (EDD), in coordination with the California Workforce Investment Board periodically issues solicitations for proposals (SFP). This Web page contains current solicitations with instructions and application forms and inactive solicitations with news releases and award lists.Current Solicitations for Proposals:
Industries with a Statewide NeedOn November 4, 2009, the Employment Development Department, in coordination with the California Workforce Investment Board, on behalf of the Labor and Workforce Development Agency, announced the availability of up to $10.4 million of American Recovery and Reinvestment Act (Recovery Act), Workforce Investment Act, Governor’s Discretionary 15 Percent funds to expand job training through a Solicitation for Proposals (SFP). Projects will focus training and job placement entrants in industries that are experiencing a shortage of skilled workers.
Proposals will be accepted from public, private non-profit, and private for-profit organizations, local Workforce Investment Boards, education and training providers and faith-based and community based organizations. Individuals are not eligible to apply. See additional eligibility restrictions and requirements in the SFP. Proposal applications must be received NO later than December 8, 2009, before 3:00 p.m. For more information please refer to the SFP.

California Clean Energy Workforce Training Program 2009/10–American Recovery and Reinvestment Act WIA/SEP and AB 118 Funds
In a press release dated October 2, 2009, Governor Arnold Schwarzenegger announced grant awards to 34 organizations as a result of the California Clean Energy Workforce Training Program Solicitation for Proposal released on August 6, 2009. This program combines funding from the American Recovery and Reinvestment Act (Recovery Act) for the State Energy Program (SEP), the Alternative and Renewable Fuel and Vehicle Technology Program established by AB 118 (Núñez, Chapter 750, Statutes of 2007), Workforce Investment Act (WIA) Governor’s Discretionary funds, and private and local funds to create what’s believed to be the nation’s largest green job workforce development program.
