California’s Workforce Services Spotlight

Working with Employers and Business

Quebecor World Inc. – Merced, CA
Successful Practice:
Merced County Department of Workforce Investment and Quebecor World Inc., have collaborated to train and hire 220 new employees. The trained employees will accommodate the increased business generated through the purchase of new equipment at the Quebecor Merced facility. Training to operate press and bindery machinery and developing manufacturing and customer service skills will be conducted over a 12-18 month period during a six phase expansion. Once fully employed, the trainees are expected to be paid at the median wage of $17 per hour or above.

Merced County Department of Workforce Investment will provide outreach, screening, assessment, and supportive services and on-the-job training (OJT) for clients. Quebecor will pay for manufacturing and machine skill preparation services, customized classroom training, OJT and internships provided by and taught at the Quebecor facility.

The project prepares workers for new jobs and will enhance the ability of the local area to meet the emerging labor needs within the region’s manufacturing industries. Job seekers will be assessed to determine if they fit the profile that Quebecor has developed for the various positions. Client work histories and transferable skills will be evaluated and assessed. Clients who have the skills for direct employment will be hired and provided with supportive services for placement and retention. Those who have been assessed with manufacturing skill gaps will be placed on OJT for new press and bindery operations, mechanics, stackers, and material handler positions.

Funding: $250,000 WIA 15%, $174,843 WIA 25%
Workforce Investment Act-15 Percent Governor's Discretionary Funds, 25 Percent Dislocated Worker Funds
